Fiscal year 2002-2003 (July 1 to June 30)
- There were 60 adoptions.
- 90% of the children were newborns.
- Of the other 10%, three were 3 weeks to 1.5 months old. Three were between 1 and 3 years old.
- 75% of the children were Caucasian.
- Of the remaining, one was Hispanic and the others were various mixed ethnicities.
- The average age for adoptive parents was 38 to 39. The youngest was 30 and the oldest was 53.
- The average wait for adoptive parents was 10.5 months. 63% of adoptive parents waited 10.5 months or less. 37% waited more than 10.5 months, with the longest waiting 28 months.
- Seven (12%) of the families were adopting for the second time through OA&FS.
- 50% of adoptive families lived in Oregon, 47% in Washington and 3% in other states.
- The average age of birthmothers was 25. The youngest birthmother was 15 and the oldest was 40.
- Birthmothers received counseling for an average of three months prior to placement.
- Adoptive parents and birthparents agreed to an average of three visits per year.
- Pregnancy-related birthparent expenses were incurred in 51% of cases, at an average of $1440 per placement. Birthparent expenses were zero in 49% of cases.
- Birthmothers used NO drugs or alcohol during pregnancy in 68% of cases. Of the remaining birthmothers, 18% reported mild use, 10% reported moderate use, and 8% reported severe use. To summarize, 82% of birthmothers reported zero to mild use and 18% reported moderate to severe use.
- 91% of birthmothers had health insurance. 30% of the adoptions (18) were “last-minute” placements, when a birthmother contacts the agency for the first time from the hospital. There were six disruptions, 9% of the total placements.
- The number of same- sex couples working with the agency continues to increase. At the end of the fiscal year, same- sex couples comprised 40% of the waiting family pool, as opposed to 23% of the pool during fiscal year 01-02 and 10% or fewer in earlier years.
- Last fiscal year, OA&FS placed eight children with same-sex couples (five gay and three lesbian couples) – 13% of the total adoptions. The average wait was 13 months, with gay couples waiting an average of 11.5 months and lesbian couples waiting a slightly longer average of 14.5 months.
- Between fiscal years 99-01 and 01-02, the agency placed between five and seven children per year with same-sex couples – about 10% of all adoptions.
- In the history of the agency, 14 single people (13 women and 1 man) have adopted – including two during fiscal year 02-03. Their average wait has been 11.5 months, with the shortest waiting one month and the longest waiting 25 months. Singles currently comprise 4% of the pool.
