OA&FS can provide vital services in an independent, international or state adoption. The prospective adoptive parents can utilize one or any combination of the services described below.
When adoptive parents or birthparents have located the other party and are seeking adoption facilitation, the parties choose either an independent (attorney facilitated) or an agency adoption. Due to the comprehensive services provided by OA&FS, as well as our proven success and expertise in facilitating open adoptions, OA&FS can be an excellent choice for an identified adoption.
Homestudies for Independent, International and State Adoptions: OA&FS is licensed in Oregon and Washington to prepare homestudies to meet your individual adoption needs.
- Post-Placement Supervision: OA&FS is licensed in Oregon and Washington to supervise placements and prepare post-placement reports, as requested by the agency facilitating the client's adoption.
- Pre-Adoption Seminar and Counseling for Adoptive Parents: The issues covered in the OA&FS seminar are applicable to all adoption experiences. Many prospective adoptive parents benefit from attending the OA&FS pre-adoption seminar, even when they are not adopting through our agency. Additionally, OA&FS counselors are available to provide guidance and consultation to adoptive parents.
- Birthparent Counseling: We offer pre- and post-adoption counseling to birth parents planning an independent adoption. We have found that adoptions are more likely to succeed when birthparents receive emotional support and guidance from a skilled adoption counselor. The adoptive family assumes responsibility for payment for these services.
- Birthparent Representation: For all independent adoptions, an attorney or a licensed agency must represent the birthparents. Representation by OA&FS may include, but is not limited to: pre- and post-placement counseling; taking birthparent relinquishments; completing necessary adoption paperwork (complying with Interstate Compact and the Indian Child Welfare Act); telephone consultation with the adoptive parents and/or their attorney; and facilitation of placement at the hospital. The adoptive parents assume responsibility for payment for these services.
- Mediation Services: The parties in an independent adoption use our pre-placement mediation services as a proactive way to foster healthy communication and realistic expectation among the adoptive parents and birthparents. OA&FS can also negotiate open adoption agreements. In cases of post-placement conflict, we have proven success in mediating these conflicts and preventing either party from resorting to legal action. The adoptive parents assume responsibility for payment for these services.
- Identified Adoptions: When adoptive parents and birthparents have located each other, OA&FS can facilitate the adoption, in lieu of an attorney. All of the parties work with the same counselor who provides counseling, guidance, and support throughout the adoption planning process. The counselor also mediates an open adoption agreement outlining future communication and contact, assists in creating a birth plan, and insures all the necessary details of the adoption plan are complete. The agency counselor plays a vital role in carrying out the birth and placement plans, including taking birthparent relinquishments and facilitating the placement. Unlimited post-placement counseling and mediation services are available to birthparents and adoptive parents.
